I know you’re eager to jump straight into our Wuthering Waves tier list, but before we take a look at the best characters right now, it’s good to know a few important things.
When starting out for the first time, you will be able to choose 5* characters for free. This will probably be one of the first 5-stars you get, so you have to pick the right one. If you’re not sure which one to choose, there’s an explanation below this tier list.

Who are the best characters?
In this Wuthering Waves tier list, I’ve ranked characters based on how well they perform in PvE, but also how they can potentially make a difference in the late game.
Not all top tier characters are 5*, which shows how versatile this game really is. If you’ve played Genshin Impact, you’ll know exactly what I’m talking about. Make sure that as soon as you get S-tier characters, you spend your resources on them, because they are what you will ultimately fit into your end-game teams.

about rover
Rover is the main character (sort of the equivalent of the Traveler in Genshin Impact), and he is an excellent character throughout the game. Later, you will be able to unlock the Rover-Havoc, which is a top-tier option.
The reason Rover was not added to the tier list is because he is quite a situational character, and you will probably only use him in the early game, but as you acquire some higher tier characters, you can eventually replace him. That is, until you get the rover – Havoc, of course.
